Foreign nationals in the RF

- Several years ago I visited Russia as a tourist (St. Petersburg), now I would like to visit Ekaterinburg to conduct business negotiations. What arrangements are needed for the trip? (G. Thompson)
Answer:

Under the Russian law tourism and business travel require different types of visa. Thus if you plan to conduct business negotiations in Russia you need to obtain a business visa.In order to get a business visa you need to contact the Consular Office of the Russian Federation in your country of residence. As a rule the Russian Consular Offices abroad issue visas within 20 days after filing an application.

You will need to submit a standard package of documents:

  • your passport (please check that it is valid for at least another 6 months after the expiry date of your visa);
  • filled out visa application form and one 3 x 4 cm photograph;
  • medical insurance policy.

Detailed information about the nearest Consular Office, the timeframe for visa processing and the list of documents required is available on the web site of the Embassy of the Russian Federation in your country.

Most important document required for a business visa is the formal invitation letter from your business partners in Russia. A Russian company can obtain such a letter in a regional office of the Federal Migration Service of the RF located in the area where the company is resident. An authorized representative of the company will need to file an application to the Migration Service office and pay a state tax of 200 roubles. The application should be submitted together with the copy of the invited person’s ID documents. This means that you need to provide a copy of your ID documents to your potential partners beforehand. Migration Service needs 30 days to process the invitation letter, so it is recommended (taking into account the time required to issue a visa) to plan a business visit well in advance.

Question:
- Can foreign companies opening their branches in Russia invite specialists from abroad to work in such branches? (M. Jantti, Finland)
Answer:

Yes, it is possible. However, first the legal entity domiciled outside of the Russian Federation, and operating in Russia through its Russian branch must register with the local office of the Federal Migration Service in the same region where it has been registered for the tax purposes.

The following will have to be submitted to the Federal Migration Service for registration purposes:

  • copies of constituent instruments of the organisation;
  • copy of the certificate of registration with Russian tax authorities;
  • copy of the permit for the engagement and employment of foreign workforce (this also has to be obtained from the Federal Migration Service).
