Mikhail Viktorovich Babich Born on: May 28, 1969 in the city of Ryazan - In 1990 Mikhail Babich graduated from the Ryazan Higher Military Command School named after the USSR Marshall M.V. Zakharov; in 1998, School of Law affiliated to Moscow Institute of Economics, Management and Law; in 2000, National Academy of Public Administration; in 2005, Faculty of Professional Development and Skills Upgrading of the Military Academy of Central Command of Armed Forces of the Russian Federation. Ph.D. in Economics.
- 1999 - January 2000: First Deputy Director General of the State Unitary Enterprise "Federal Agency for Food Market Regulation" affiliated to the Ministry of Agriculture and Food of Russia.
- January 2000 - December 2000: Vice-Chairman of the Government of the Moscow region.
- January 2001 - November 2002: First Deputy Head of Administration of the Ivanovo region, Head of the Ivanovo Region Administration Representative Office affiliated to the Government of the Russian Federation.
- November 2002 - February 2003: Chairman of the Government of the Chechen Republic.
