Information for investors

In the recent years there has been a steady growth of volumes of capital investment into the Perm Krai enterprises.

2005 - 45,016.3 million roubles;
2006 - 61,738.7 million roubles;
2007 - 82,740.9 million roubles;
2008 - 104,512.3 million roubles.

The region has an integrated system of regulations stimulating the investment activities. First and foremost these are the Laws "On Foreign Investments in the Perm Krai", "On Taxation in the Perm Oblast", and "On the Investment Assistance Budget in the Perm Oblast".

The current legislation provides for the following types of governmental support for the development and the implementation of investment projects:

financing capital outlay costs;
owning a stake in registered (share) capitals and properties of legal entities;
providing investors with budget-funded loans;
providing investors with the Perm Krai guarantees.

The main criterion to qualify for the governmental support for the development and the implementation of investment projects is the social, economic, and budgetary efficacy of the investment project in question.

The Perm Krai Government is implementing the consistent policy on the improvement of the investment climate and attracting new investors into the region. From 1 January 2009 the companies' profit tax rate has been reduced from 20% to 15.5% in the Perm Krai. At the same time there is a concessionary period for the property tax payments: 0.6% in the first and 1.1% in second and third years of running the newly started enterprises.

The Expert RA rating agency gave the Perm Krai the investment rating 2B: average potential - moderate risk.
